Alternative texts for operating elements
- Not all graphic functions are labeled. Some graphic buttons have neither a visible nor an invisible label. Blind people are therefore unable to find their way around the information provided by screen readers.
- The names of embedded video graphics are not clear for blind people. They cannot find their way around using the information provided.
- Not all graphic links are clearly labeled for the blind.
- When changing the browser background color, some important functions or markings disappear.
Content design
- The hierarchy of the HTML heading elements used is partly illogical. There is no subdivision of the website with the structural elements h1 to h6. Areas such as the menu area, service area, content area and footer area are missing from the structure. This makes it difficult for blind users to find their way around.
- Some information in list form is not implemented as lists in the source text. This makes accessibility more difficult for blind people, as they cannot use screen reader functions to select and skip lists and list elements.
- Not all text passages/paragraphs are marked with suitable HTML structural elements.
- Data tables are not always structured correctly, which makes it difficult for blind people to retrieve information in a targeted manner. When reading out content using a screen reader, content cannot be read out in a logical sequence.
- An autocomplete attribute is not implemented on all input fields, which can simplify the input of data, especially for people with motor impairments, by offering input suggestions that can be easily accepted.
- The contrast between the text color and the background color is not sufficient in all cases, making it difficult for people with visual impairments in particular to recognize the text and thus to retrieve information.
- If the browser width is reduced, not all functions may be accessible via the keyboard.
Usability
- Not all functions and content can be controlled or operated using the keyboard. Not all functions can be controlled using the tab key. The TAB sequence is not consistently comprehensible, as invisible elements are controlled. People with motor impairments sometimes have difficulty finding their way around parts of a page. With keyboard navigation, the focus is not always clearly visible. This makes it difficult for people with motor impairments to navigate using the keyboard.
- The main language of the web pages is not specified in the source text. This can make it difficult to retrieve information, especially when using screen reader software.
- Not all technical terms on the page have been adapted to the language of the website in the source text. This can make it difficult to retrieve information, especially when using screen reader software.
Error identification
- Not all error messages are displayed in such a way that they can also be read by screen readers. In some cases, there are no notes and labels describing the necessary user input.
- Within the web portal, the source text is not consistently valid, there are errors in the HTML syntax.

The website is being adapted and optimized in line with EU Directive 2016/2102 on the implementation of accessible public sector websites. The identified deficits and shortcomings are currently undergoing a continuous improvement process that is being successively worked through.

Conciliation procedure
If you do not receive a satisfactory response from the above-mentioned contact option, you can submit an application to the conciliation body set up by the State Commissioner for People with Disabilities in Lower Saxony to initiate conciliation proceedings in accordance with the Lower Saxony Disability Equality Act (NBGG).
The arbitration board according to § 9 d NBGG has the task of settling disputes between people with disabilities and public bodies of the state of Lower Saxony on the subject of accessibility in IT. The arbitration procedure is free of charge. It is not necessary to seek legal advice.
